Russia has put on pause plans to mandate B2B electronic invoicing.
Russia implemented a type of required electronic invoicing in 2021. The Value Added Tax e-invoicing system went into effect for a select set of transactions on July 1, 2021. The Russian Federal Tax Service introduced a “Traceability Model” to combat illegal product import and distribution. B2B e-invoicing is still optional in other places. Imports from B2C are also disallowed.
Draft legislation suggested that e-invoicing would become required, at least for B2B transactions, by 2023. On a pre-clearance model, most likely. However, the Ministry of Finance has now suspended this in June 2022.
