Poland Proposes Temporary Zero VAT on Basic Food from April 2026

Poland’s lower house of parliament (the Sejm) is reviewing draft Bill No. 2413 to temporarily reduce VAT on basic food items from 5% to 0% between 1 April and 31 December 2026. The proposed zero rate would apply to staple goods such as meat, fish, dairy, cereals, bread, fruit, and vegetables, but would exclude imported food products, limiting the relief to domestic supplies. The measure is intended to ease household cost pressures amid renewed inflation concerns linked to recent geopolitical tensions. Poland previously introduced a similar temporary VAT cut on food in February 2022 during the COVID-19 period and following Russia’s invasion of Ukraine, before restoring the 5% rate in April 2024. Temporary VAT reductions have also been applied to fuel, energy, fertilisers, and gas as part of broader anti-inflation measures.
